What is a landlord electrical safety certificate?

A landlord electrical safety certificate is usually the Electrical Installation Condition Report (EICR) for the fixed wiring in a rental property. It checks the condition of sockets, lighting circuits, the consumer unit, earthing and bonding, and it records whether the installation is classed as Satisfactory or Unsatisfactory.

Is a landlord EICR a legal requirement?

For private rented properties in England, landlords must have the electrical installation inspected and tested at least every 5 years, or sooner if the previous report recommends a shorter interval. Landlords must also provide the report to existing tenants, to new tenants before they occupy the property, and to the local authority if requested. If the report identifies remedial work or further investigation, that work should be completed within 28 days or within any shorter period stated on the report.

How often do landlords need an EICR?

In most cases it is every 5 years, but the actual report date always matters. If the previous report recommends a shorter interval, that shorter interval applies. Some landlords also choose to arrange a fresh inspection at change of tenancy for peace of mind, especially on older installations or where previous work has been carried out since the last report.

Do landlords need a new EICR for every tenant?

Not necessarily. If the current report is still in date and the installation remains satisfactory, a fresh report is not automatically needed for each new tenant. That said, if the report has expired, the installation has changed, or there are concerns about faults or damage, booking a new landlord EICR is the sensible move.

What happens during a landlord EICR?

We carry out a formal inspection and test of the fixed electrical installation in the rental property. That includes visual checks of the consumer unit, accessories, visible wiring, earthing and bonding, followed by dead and live testing where appropriate. Power will normally be off briefly during parts of the inspection, so if tenants are in place it is best to let them know in advance.

What does the landlord EICR test include?

Typical testing includes continuity, insulation resistance, polarity, earth fault loop impedance and RCD testing where required. The aim is to identify damage, deterioration, poor workmanship, inadequate protective measures and anything that could present a danger now or under fault conditions.

EICR observation codes and what they mean for landlords

Observations are coded so you know what needs dealing with and what can wait:

C1 – Danger Present Immediate risk of injury. We will make safe where possible. This fails the report.
C2 – Potentially Dangerous Unsafe if a fault occurs. Urgent remedial work required. This fails the report.
C3 – Improvement Recommended Below current standards but not unsafe on its own. This does not fail the report by itself.
FI – Further Investigation Something needs more investigation before the installation can be fully assessed. This fails the report until resolved.

What happens if a landlord EICR is unsatisfactory?

If the report contains any C1, C2 or FI observations, the overall result will be Unsatisfactory. We will provide a clear remedial list and fixed pricing where possible, then retest the relevant circuits once the work is completed so you can obtain a satisfactory report.

What if the local authority asks for the certificate?

Landlords should keep the report safely on file and be ready to provide it if requested. The same goes for tenant copies and future inspectors carrying out the next inspection. In other words, do the test once, keep the paperwork properly, and spare yourself avoidable admin nonsense later.

What if the tenant refuses access?

That does happen. Keep a proper record of appointment attempts and communication, and keep making reasonable efforts to gain access. If the property is occupied, tell us when you enquire so the visit can be planned properly instead of everyone pretending access will magically sort itself out.

How to prepare for a landlord EICR

Please ensure there is clear access to the consumer unit and meter cupboard, let tenants know power will be off briefly during testing, and mention any alarms, access restrictions or parking issues in advance. That saves time, reduces disruption and stops the job turning into an obstacle course.
